This paper investigates the ways by which Emperor Liu Xiu dismissed the meritorious ministers from their posts. Liu Xiu had started to take control of the meritorious ministers early on. He strengthened the military centralization and advocated the cease of military operations. In the meantime, he encouraged tile meritorious ministers with both material and spiritual rewards.
