数字技术是当前中国高质量发展中的颠覆性技术群之一，生产力数字化驱动劳动力提升数字技能。低技能劳动力在教育与培训市场处于弱势地位，亟待营建包容性的制度体系和氛围来激活数字技能投资意愿、提高数字教育与培训参与率。国际组织赋能低技能劳动力数字技能提升的逻辑理路与实践向度可为中国提供借鉴，具体有四个层面：制定劳动力数字技能开发的顶层设计、确保数字技能教育与培训机会公平、提供包容性的数字就业保障、面向数字工作世界的需求培养数字人才。
