项目制在基层治理实践中可分为普惠型项目、特惠型项目和行政激励型项目三种类型。本文通过对行政激励型项目基层运作过程的观察，发现其在意志导向、实践形式、运作机制、决策方式和实践功能等方面有着区别于普惠型项目和特惠型项目的特征。乡镇政府对行政激励型项目的创造性运用，有助于克服治理权力和治理能力提升难题，能够有效缓解基层治理困境。行政激励型项目的基层治理实践表明，项目资源只有满足村庄的现实需求，村民又能参与其中，基层政府才能获得自下而上的权力认同，基层治理才能取得实效。
