国家治理体系是一个由多个层级构成、各个层级相互联结的体系。官民衔接层域,既是国家治理的重点,又是国家治理的薄弱点。官民衔接层域的小微权力是一种特殊的权力形态,它存在于官民之间,具有正式体制性权力难以监督而民众又无法监督的特性。这种特性是中国历史上长期形成的治理体系结构化产物。进入现代,国家权力性质发生了根本变化,但是官民衔接层域的治理结构延续下来,其利弊也因此存续,并有了新的变化。改革开放之后,随着国家建设和市场经济的发展,小微权力迅速扩张,与此相应的是监督体系尚不健全、监督成效有限、小微权力腐败等问题突出。为此需要从推进国家治理体系现代化的高度,有效制约...
