全面抗战时期，在国联教育考察团的建议与战时教育方针的引导下，国民政府决定在高校全面推行训育，并构建了严密的训育制度：教育教学体制中纳入“导师制”;行政管理系统中加入“训导处”;政治组织机制中植入“三民主义青年团”。全面抗战时期高校构建训育制度，一方面，一定程度上激励了战时青年学生的爱国情感；另一方面，随着国民党势力的介入，强化了训育制度的工具性质，改变了制度设立的初始目的。
