公共治理的碎片化和分散化是导致城乡及区域之间教育、医疗、社会保障、基础设施以及劳动就业等基本公共服务非均等化的根本原因。借鉴整体性治理理论,构建以＂服务三角＂为宏观旨趣的新型农村公共服务体系的操作策略是：按照农民需求强弱分类提供公共服务,实行政府主导、市场运作和社会协同的服务政策,建立＂市、县、乡（镇）、村＂一体化服务网络,营造＂跨界合作＂的公共服务组织文化。
