Maritime Governance in the South China Sea from the Perspective of Multi-level Governance:Actuality,Dilemma and Change

治理主体多元化、治理领域多样化和治理方式多维化推动着南海海洋治理架构向多层治理模式演进.但多层治理权力的竞争加剧、多层治理机制的分布失衡以及多层治理目标的分歧扩大凸显了多元行为体之间利益诉求的矛盾,进而对南海海洋治理进程造成了一定阻碍.协调多元行为体在南海海洋治理实践中的利益关系,需要以全球海洋治理的实现方式、区域海洋治理的立法模式以及南海海洋治理的实践特点为参照,推进南海海洋多层治理架构的组织体系创新、法律框架完善和议程设置优化,从而解决多元行为体参与南海海洋治理意愿不足、规制缺失和行动不足的难题,共同维护和实现南海地区的和平稳定与繁荣发展.

The diversification of governance bodies,governance fields and governance methods have promoted the evolution of the maritime governance structure in the South China Sea to a multi-level governance model.However,the intensifying competition for multi-level governance power,the unbalanced distribution of multi-level governance mechanism and the widening divergence of multi-level governance objectives highlight the contradictions of interest demands among multiple actors,resulting in certain obstacles to the process of marine governance in the South China Sea.To coordinate the interests of multi...
