基层政权的权力运行作为影响乡村社会变迁的独立变量不同于一般意义上的国家权力形态。历史的考察则进一步揭示了地方基层政权权力运行的独特逻辑及其与乡土文化之间的有机关联。在此基础之上,现实乡镇治理权威的流失在某种意义上正是导源于其与乡村文化社会基础的脱节。因此,乡村的治理突破地方权力的生存逻辑转而通过权力的文化经营建设一个良好的农村政治文化生态成为了必要与可能。
