征兵历来就是一大难题。全面抗战爆发以来,特别是在日军连续发动“扫荡”和“清剿”的形势下,根据地的处境持续恶化,本已有限的人力资源日益枯竭,动员参军的难度不断加大。面对尖锐的供需矛盾,扩兵中还要求坚持自愿原则。在这种不利形势下,中共军事力量虽有起伏但总体大幅增长,数万偏师在短短几年内即成长为百万大军。究其缘由,介乎“民”和“兵”之间的民兵对这种逆势大发展有重要贡献。民兵作为中共军事力量体系的一个重要部分联通了民众和军队,军队生长于民众,遂能与社会结为一体,社会亦能持续生长出力量来。在不能推行义务兵役制的情况下,由“民”到“兵”的“群众-民兵-地方武装-正规军”同...
