研究目的:探讨不动产登记"放管服"改革政策工具的使用情况,为不动产登记立法和政策优化提供参考。研究方法:运用内容分析法,从政策工具和转变政府职能两个维度构建二维分析框架,对中国不动产登记职能整合后中央政府层面出台的13份不动产登记"放管服"改革政策文本进行量化分析。研究结果:（1）当前中国的不动产"放管服"改革存在命令工具使用过溢、激励工具设置不合理、政策工具组合配置失衡等问题;（2）中央政府层面的政策文本对不动产登记改革的"放""管""服"三个方面都有所兼顾,但针对简政放权改革的政策工具配置不足。研究结论:在立法时,对于行之有效的公共政策应以法律条文的形式予以固化;在出...
