区域公共产品理论对于地区合作的较强解释力为救灾合作提供了新的分析视点。纵观中国-东盟救灾公共产品发展历程，可将其大致为分为四个阶段：2003年脱离“概念”步入正式议程；2004年开始蓬勃开发；2008年进入深入发展；近年来，双方致力于合作机制化建设，努力提升救灾合作质量。经过十年发展，中国-东盟救灾公共产品取得了诸多成果，但仍然存在产品普及性不够、内容连续性与系统性不足、产品对机制化发展以及基础设施建设贡献有限等亟待完善之处。因此，需要从强化多样供给主体参与、强化国际调研与统筹安排、重视基础设施建设与救灾文化培养、重视机制与法律建设等方面人手，推进中国-东盟救...
