从二战结束到冷战早期，美国的萨尔政策几度嬗变，从起初有保留地支持法国扩大对萨尔的控制权，到试图在成立联邦德国政府问题上与法国做交易，同时兼顾解决萨尔与联邦德国加入欧洲委员会问题，再到反对将萨尔自治与批准建立欧洲防务集团挂钩。最终，美国通过改造西方阵营安全结构，对西欧承担更多军事义务，促成法德以建设性方式处理萨尔问题。此举化解了法国战后初期的安全困境，为重新武装德国扫清重大障碍，并对战后欧洲国际关系发展产生了错综复杂的影响。
