Topic Division and Practical Mechanism of Urban andRural Community Governance Innovation——Topic Modeling Analysis Based on 280 Case Texts

社区治理创新是统筹推进城乡社区治理的重要抓手。全方位呈现当前城乡社区治理创新经验,科学归纳该领域的实践主题,有助于对实践机理的准确研判。对280个城乡社区治理创新典型案例文本进行主题建模和聚类分析,可将当前城乡社区治理创新主题划分为6个方面,即加强党建引领、推行社区微治理、订立社区公约、打造智慧平台、开展议事协商、改进工作机制。基于这种主题划分和经验做法检视城乡社区治理创新内在机理,需着眼于中观层面的制度机制及其有效运作的条件,还要捕捉到微观层面代表国家与社会不同力量的多元行动者的积极共振和相互呼应。党和政府的高位设计与推动,形塑和规制了党建引领、重心下移...
