建构社会治理共同体是实现基层社会治理现代化的重要路径，也是中国式现代化的重要内涵。国家与社会的共同性治理是社会治理共同体的核心，其理论内涵包括社会治理的全民性、责任性、组织性、参与性、协同性、体系化和制度化等七个方面。社会治理共同体不会自然而然地形成，需要建构。建构社会治理共同体要遵循科学有效的行动理念和工作方法。共同缔造作为一种理念方法，以共同理念为核心，以创新群众工作方法为基础，以塑造社区公共精神为关键，着力于建立“纵向到底、横向到边、共建共治共享”的基层社会治理体系，有助于推进社会治理共同体的建构。共同缔造是地方探索社会治理共同体的切入点...
