土地出让是地方政府引导地区产业结构升级的重要行为。从城市土地经营过程中的土地出让模式和土地出让结构两个层面，利用中国2003--2014年281个地级及以上城市面板数据构建空间面板模型，实证分析了地方政府土地出让行为对产业结构升级的影响，并进行了敏感性分析。实证结果表明，中国城市的产业结构升级存在空间相关性，土地低价竞争对产业结构升级存在显著的“倒U型”空间效应，当前阶段主要表现为对产业结构升级有明显的促进作用；土地财政依赖显著地促进了产业结构升级；土地出让结构则抑制了产业结构升级水平，且各自表现出时间段的差异。因此，需要因地制宜实施土地低价出让政策、提高土...

Land leasing is an important behavior of local government to guide regional industrial structure upgrading.
