乡镇运作逻辑及其政权属性是镇域治理研究的基础性问题。当前乡镇运作主要受体制规制、社会监管与资源紧缺三重压力挤压，镇域治理事务性压力突显，促使乡镇政权采取压力调节与控制策略，推动不同公共事务的清单式管理、常态化监管、动态化防控与运动式治理，乡镇治理呈现“调控主义”逻辑。乡镇政权对压力结构的分解重组、治理事务的分类和治理资源的调配，表明其具有相对自主性与能动性的“调控型”政权性质。乡镇政权的内部调控策略，容易带来乡镇的“治理内部化”发展，限制乡镇政权治理能力的提升。基于此，基层治理体制改革需给予乡镇政权向外扩展治理资源、培育治理力量的空间与财力，建...
