Pilot Policy Promoting Logic of Homestead Reform from the Perspective of Policy Change--Based on the Experience of County A in Guangxi Province

关于宅基地改革试点政策推进问题，既有研究多从横向维度将“试点”与“政策”分割开来探讨，很少从纵向维度将“试点”与“政策”统一起来考察，忽视了二者相互影响的机制及其表现。本文引入时间因素，以政策变迁的视角对广西A县经验进行历时性分析，从政策与试点关系的时序变化中探讨了宅基地改革试点政策的推进逻辑，并依据案例建构了宅基地改革试点政策“时空交接”的分析框架。研究发现，对自上而下输入的宅基地改革试点而言，政策往往会在时间上经历滞后于情景、超前于情景以及与情景相适应三个不同阶段，其背后隐藏着试点运作转型的两种行动空间，即“应激性转型”和“调适性转型”，这种...
