建设社会治理共同体是提升社会治理效能的重要路径。囿于国家治理视角相对抽象化与社会治理视角相对表层化的局限,基层治理视角理应回归社会治理共同体的实然逻辑。作为基层社会治理共同体的自主实践,乡村治理共同体实践样态体现为目标一致的公共事务、“一核多元”的协商共治和责权利一体的分类治理。该实践基于“行政激活自治”机制,通过利益关联、责任网络与动员结构构建,实现自治动力激活、自治能力提升与自治行动促成,保证乡村治理共同体有效运转。乡村治理共同体实现基层政权的重心下沉、组织嵌入与权威嵌入,形成“嵌入型政权”,而从“悬浮型政权”向“嵌入型政权”转型,蕴含了国家治理、...
