联合国教科文组织自成立以来的77年中，以会议论坛、发布报告、制定规划、研制成果、传播理念、支持经费、援助技术、协调行动等多种形式，积极引领、参与全球教育治理，先后历经以开展扫盲教育为主的“点”的聚焦，以倡导纵贯人一生的终身教育理念为引领的“线”的延伸，以追求覆盖全体的全民教育为追求的“面”的扩展，以实施可持续发展的全民终身教育的纵横立体的“体”的交融，这些阶段总体呈现出“点-线-面一体”的教育治理理念与实践轨迹，进而有效地承担和发挥了在全球教育治理中的思想实验者、能力培养者、标准制定者、合作推动者、信息交流站的角色与功能，有效地推动了全球教育的变革...
