Follow-up Employment Support Measures for the Relocated Immigrants in Poverty Alleviation:Based on the Survey of Qinba Mountain Area in Hubei Province

易地扶贫安置区移民就业帮扶任重道远,须蹄疾步稳。基于对湖北秦巴山区易地扶贫搬迁的调查分析,聚焦集中连片特困地区,选取双指标将安置区进行分类,以安置区规模、安置方式为变量,将安置区分为四种类型:Ⅰ型为大规模城镇安置;Ⅱ型为小规模城镇安置;Ⅲ型为小规模农村安置;Ⅳ型为大规模农村安置。深入剖析四种类型安置区的不同特征,分析其移民在就业时所面临的具体问题,坚持搬得出、稳得住、能致富的基本原则,分类帮扶、靶向开发移民人力资源,指明具有实践价值和可借鉴性的移民就业后续帮扶措施,使搬迁移民的就业更有保障、更可持续。
