随着“共享经济”概念的普及与发展,信息共享工作在我国政府治理中扮演的角色日益重要。但它在现实操作中面临诸多困境,且其困境的形成机理具有复杂性。本文通过分析长江流域水污染信息共享困境的形成机理,发现信息共享受到信息资源的特性及公民、政府、官员、利益集团等主体的影响,各主体在利益的驱使下进行博弈,最终导致长江流域各省间信息共享出现渠道不畅、监管乏力、参与消极、成本高昂及进度缓慢等困境。
