This article argues that the withdrawal mechanism of indemnificatory housing is the primary factor to optimize the allocation of housing resources. On the premise of bounded rationality, this article builds the evolutionary game model to analyze the balance of the withdrawal mechanism, and designs an effective opt - out model. The results show that the key to effective exit of indemnificatory housing is an increase in the cost of delay withdrawal by defining a reasonable incentive amount.
