中国物业管理协会项目“关于完善我国物业专项维修资金制度建设的研究”

住宅专项维修资金是住房维修的资金保障。住宅专项维修资金管理水平的高低对住房的安全使用与住房财产的保值增值,对城市居民居住水平的提升,对社区的稳定与和谐,均具有举足轻重的作用。从制度建设、管理组织及缴存情况分析了住宅专项维修资金的现状。结果显示,我国住宅专项维修资金的管理及运行面临着理念选择、集体决策、管理边界界定、滥用与惜用等多重困境。据此认为,应通过修订住宅专项维修资金管理办法、健全管理组织机构、搭建信息管理平台、完善监督机制等途径,完善住宅专项维修资金的管理及运行,以实现住房的安全使用、住房财产的保值增值、城市居民居住水平的提升和社区的稳定与和谐。...
