从“技术结构化”理论出发，分析技术治理失灵的结构形态，并将夹层化结构作为技术治理失灵结构的分析框架不难发现，技术嵌入科层制的政府组织，体现平台化信息共享、数字化扁平层级和标准化数据流程等技术治理特性，为上级政府部门利用技术越过权责边界，干预基层治理提供了便利。夹层化结构影响了纵向政府层级间的角色分工、职责权限，削弱了政府纵向治理结构稳定性，加剧上下级权责失衡和治理行为的逻辑差异，并导致作为整体结构的政府组织，在技术治理过程中纵向关系失调，组织结构层级分化。技术治理特性促使上级力求实现整体治理目标、强化组织控制和提升治理效能，而下级更加重视本级治...
