伴随着全球地方化与地方国际化的深入演绎,地方政府对外交往的积极性与自主性逐渐提升.特别是当前正在开展的“一带一路”建设为地方外交提供了契机,“一带一路”倡议的经济外交属性契合地方外交特质,激活了地方外交的内在动力,中央政府的政策性放权助推了地方外交,沿线国家扩大合作的愿望成为地方外交的外在拉力.在推进“一带一路”建设进程中,地方外交面临多重问题,包括地方政府内生性外交治理能力不足、中央政府与地方政府之间的博弈困境、地方政府间竞争以及国家间关系波动.要在“一带一路”建设背景下做好地方外交,应采取以下措施:地方政府应提高自身对外交往素养、做好中央与地方对外交往...
