影响高校教学质量的因素是多样的,但管理环境则是一个深层次的因素.管理环境影响高校教学质量的主要特征为客观性、整体性和动态性.管理环境影响高校办学观念、体制、内容和形式,给高校教学质量带来了深远的影响;高校在管理中所涉及到的集权与分权、目标与机制、硬件与软件等关系构成的具体环境,则存在着一些共性的问题.文章分析了这些问题,并提出了若干对策.
