为了促进银行业快速发展,上海银行公会成立后就尝试采取多种措施、通过多种途径促进币制改革,希望最大限度地参与政府相关政策的制定.尽管政府与上海银行公会在币制改革的目标、原则与措施等方面存在较大差异,但二者的合作却占据主导,也正是因为二者的合作,近代中国币制改革的许多具体措施才得以实施并取得一定的成效.
