文化扶贫的逻辑前提应当是"文化贫困"现象的普遍存在。推进文化精准扶贫的首要任务是对文化贫困户的精准识别,但文化贫困是一个模糊的概念,无法单纯依靠经济收入水平来界定。本研究利用模糊综合评价法,从地区、学历层次、收入水平、年龄层次等4个人口统计特征着手进行定量研究,发现中部地区更易产生文化贫困,低学历、低收入的老年农村居民是较为典型的文化贫困人口。根据以上研究结论,本文提出了文化精准扶贫的改进策略。

The logical premise of cultural poverty alleviation is the universal existence of “cultural poverty”. The main task of promoting cultural precise poverty alleviation is the accurate identification of cultural poor households. But cultural poverty is a vague concept which can not be defined simply by the level of economic income.
