在义务教育优质均衡发展的新时期,乡村小规模学校作为促进乡村教育振兴、供给义务教育服务的重要载体,教育质量提升是补齐乡村教育短板的最关键问题之一。相对于传统上"外部资源补偿"和"强校带弱校的学区化发展"模式",集群发展"能够打破教育资源配置的学校边界,为小规模学校教育质量提升提供有效路径。依据教育资源配置、校本管理和学习型组织等相关理论,乡村小规模学校可以邻近组群,构建起经费、设施、师资、管理、课程教学、文化等资源共享的集群发展模式,从而达到成本节约和质量提升的双重目的。各级政府应通过促进集群学校平等发展、建立多元主体管理机制、提供资源支持、优化集群网络等,为...
