采用文献资料法、实地走访调研等研究方法,对农村体育公共服务的体制弊端进行了分析,以期为农村体育公共服务体制改革及治理提供理论参考。研究指出,目前农村体育公共服务体制的现实弊端主要体现为:机构设置"中间大底层小",基层县、乡镇政府职能弱化;政府权力高度集中,基层乡镇权责失衡;简单套借上级政府机构职能定位,有职能无标准;相关制度法规弹性大,专项规范制度缺乏,基层规范制度不细化等。提出:完善农村体育公共服务管理机构设置,平衡基层政府管理权责,大力发挥非政府机构组织的作用,明确政府管理职能,制定政府公共服务职能标准,加强农村体育公共服务制度法规建设,逐级细化相关制度规范等治...
