Based on transportation networks of mobile agents, this paper discusses the condition under which the communication radii of mobile agents obey the power-law distribution. The analysis of network structure indicates that out-degrees obey a power-law distribution, while in-degrees follow a Poisson distribution. Simulation results reveal that: (i) there exists a critical value of package generate rate P-c, which defines the free-flow state and congested state.
