与城镇职工基本医疗保障相比，目前中国乡村农民的医疗保障相对萎缩和弱化。本文认为，其症结既有农民自身的不力，也有政府管理权能的欠缺和市场运作的失灵。解决症结的出路，在于走多元化、混合型医疗保障之路。
