“双减”背景下的减负问题仍然面临“应试”传统的挑战，为此需要讨论“应试”与学业负担的关系。从决定论和目的论的视角看，决定论主张通过逃避或抵抗“应试”减轻学业负担，但减负效果并不理想。目的论把“增负”看作以“应试”为目的的主动行为，因此减负的关键在于切断“增负”与“应试”的关联。教育工作者一方面通过高质量的课堂教学提升“应试”的效率，减轻学生由“应试”能力不足引发的心理负担；另一方面通过命题质量的提升与命题思路的革新促使低质量的学业时间投入不再有“应试”的效果，让“应试”的过程尽可能地靠近学生素养形成的过程，从而让“应试”也具备“育人”的意义。
