“三社联动”面临“四个不够”问题，“五社联动”应运而生。从“三社联动”到“五社联动”的转换是基层治理现代化的要求，这种转换不仅是一个数量的变化，而且也是治理逻辑的深刻变革。其在治理目标、治理主体、治理机制和治理资源四个方面都有所变化，由此形塑的社区治理模式也有所深化。深层次看，“三社联动”秉持二分逻辑，是“国家-社会”关系的产物，目的是促进政社互动。“五社联动”秉持三分逻辑，是“国家-社会-个体”关系的产物，注重激发居民的主体性和能动性，能够更好实现“政府治理、社会调解与居民自治良性互动”的目标。为实现两者的有效转换，需着力解决好“联什么、怎么联、...
