通过对数据安全相关政策文本和案例文本的质性比较，深入了解当前我国数据安全政策存在的问题和不足之处，分析政策实施中的难点和挑战，并提出有针对性的政策优化建议，对于进一步提高我国数据安全保障水平、推动数据安全研究的深入发展、提高政策制定和实施的效果具有重要的意义。
