婴幼儿照护服务政策关系到每一个儿童和家庭的切身利益，并影响着国家人口战略规划和整个社会的发展。1949-2021年，我国婴幼儿照护服务政策形成了从多元福利走向普惠优先，从强调托幼机构的发展走向对家庭、社区和社会等主体的综合提升，从使用单一型政策工具走向多元政策工具协同促进的发展脉络。但同时也存在着婴幼儿照护服务政策价值结构不合理，政策任务配套措施不完善，政策工具使用失衡等问题。为此，需要厘清政策价值结构、增强政策活力，健全家庭婴幼儿照护的保障措施、提高政策执行力，优化政策工具组合、提升政策效力。
