协商程序作为基层协商民主建设的重要任务之一，与各地实际相适应的创新探索是完善基层协商民主制度、实现社会治理高质量发展的重要方向。结合村民自治第一村广西宜州合寨村新村屯的实证调研发现，协商程序创新有其内在规律。在梳理国内外已有文献基础上，引入以协商能力概念为基础的协商资本视角，对新村屯协商程序创新进行了调查梳理，认识到协商资本概念尽管能够解释协商程序创新，但同高质量协商之间仍有距离，仍需结合协商能力进行优势补充，并由此提出将协商资本与协商能力的嵌合作为协商程序创新和高质量协商发展的进路和逻辑。由此，本文得出以下基本结论：第一，协商资本作为协商能力...
