在以问责权为主导的纵向政府治理体系中，控制权的向上收束压缩了基层政府间“上下共谋”现象的产生空间。那么，基层政府又将如何应对上级检查，掩护政策过程中的执行波动？研究发现，因公共建设项目在基层广泛推行附带了经济利益和社会福利，部分基层政府选择与社会公众“合作应对”上级的政策验收。在春镇案例中，尽管“入户”帮扶政策被有限执行，但仍然出现了村民与基层政府“合作应对”的现象。本文揭示了“合作应对”的产生机制：（1）纵向政府间的控制权变化；（2）基层政府的执行波动和选择性执行；（3）基于财政资源再分配体系的干群利益共同体，同时提示了对社会群体的分析不应仅局限...
