国家治理的目标往往具有多元与冲突的特征，如何协调和实现冲突性目标是国家治理现代化的重要实践问题。对于生态环境保护等与短期经济增长存在潜在冲突的目标，中央通过以强问责为导向、以绩效“达标”为免责标准的政绩考核，促使地方开展非经济领域治理的“达标锦标赛”。与具有强激励特征的“晋升锦标赛”不同，“达标锦标赛”要求地方必须达到治理绩效底线，具有“强压力—弱激励”特征。地方面对“达标”约束下的“晋升”机遇，需保证完成治理任务，并在此基础上追求经济增长和社会治理的卓越绩效，由此实现冲突性目标的兼顾，这也成为中国国家治理的基本经验之一。
