Village supervisory committee: germinal mechanism, operational dilemma and path selection——taking Foshan city, Guangdong Province as an example

为深入研究村务监督委员会的缘起、现实困境与发展路径,先后2次对广东省佛山市5区11镇街14村居的村务监督委员会展开实地调查,研究发现村务监督委员会的生成动力在于破解基层治理难题、政策体系规范发展和优化村级体制机制的内外需求。而随着村务监督委员会的演进变迁,其面临着组织定位尚不清晰、组织构成有待完善和组织保障亟需强化的运行困境。为此,在实践中需要进一步从明确组织功能定位、理顺组织体系关系、强化组织制度保障和提升民主监督水平四个层面深入推进。
