新时代实现农村共同富裕的关键是发展壮大新型农村集体经济。当前农村集体产权制度改革肩负起了推动新型农村集体经济发展的历史性任务。因此，深入推进农村集体产权制度改革具有重大的现实意义。调查数据结果显示：在国家推行集体产权制度改革的过程中，股权设置形式、股权管理方式以及集体经济组织结构对新型农村集体经济的规模、类型以及模式均产生了重要影响。基于此，应从合理处理政府与市场的关系入手，巩固农村集体产权制度改革的成果，提升改革成效，从而实现新型农村集体经济内生性、持续性、稳定性的发展目标。
