城市环境保护的实质是实现对城市环境资源的有效配置.由于相关制度安排的缺陷,现存社会经济体系对城市环境资源的配置出现了低效率,城市环境问题随之产生.因此对环境资源配置制度进行创新是城市环境保护的关键,基本思路包括明确城市环境资源的产权、建立环境保护的市场竞争机制、发动公众参与和创新城市环境管理制度等.

The ultimate aim of urban environmental protection is to realize the Pareto Optimality of urban environmental collocation. However due to the institutional failures, which include market failure and government failure, current socioeconomic system is inefficient in allocating urban environmental resources.So making innovation of institutions for the collocation of urban environmental resources is the key of Chinese urban environmental protection.The ways of institutional innovation include making clear of property right of urban environmental resources, establishing market competitive mechanis...
