为贯彻落实深化高考改革要求，高考评价体系遵循“价值引领、素养导向、能力为重、知识为基”的理念．基于高考评价体系，构建宏观与微观评价指标体系，并以数学学科2021—2022年新高考Ⅰ卷与2019—2020年全国Ⅰ卷为例，从定性与定量角度比较新旧高考试卷内容．分析发现，新高考卷更多涉及正确价值导向、爱国精神内容，更加注重考查阅读理解能力和信息整理能力，并且增强综合性与应用性的考查．依据分析结果，对高考命题与教学给出如下结论与启示：价值引领，落实立德树人；服务选才，适应时代要求；引导教学，提升核心素养．
