在社会分层的背景下,残疾人是获取资源最少的群体,又是离权力中心最远的群体,是弱势群体和边缘群体。他们与主流群体有着各种冲突,如价值观的冲突、利益的冲突以及权利的冲突。在全纳教育理念下,残疾人不应该受到社会主流群体的排斥,而是社会整体结构的组成部分,并有着平等地接受各种教育和活动的权利。因此,学校、社区以及社会都应该积极推广全纳教育理念和措施,让社会的大多数群体接纳和包容残疾人。
