始于五四运动时期的平民教育运动是平民主义思想在教育领域的反映和运用，是一场救国救民的国民教育运动。施洋是湖北平民教育运动第一次高潮的发起人和主要领导人之一。他主动作为，敢为人先，发起成立湖北平民教育社；不计报酬，不避利害，引领湖北平民教育运动深入发展；苦苦求索，与时俱进，实现了对平民教育运动的超越。施洋领导开展平民教育运动的时间虽然不长，但对其本人革命思想的形成和发展有着重要影响，对推进新时代教育强国建设也具有重要启示意义。
