全球气候治理目渐成为当今全球议程中的主流话语。作为世界上最大的温室气体排放国之一，美国在全球气候治理中的角色举足轻重。虽然在生态环境、社会经济和国家安全三个维度上面临着较大的“气候脆弱性”，但美国的气候治理态度却较为消极，并且一直游离于关键性国际气候机制之外。经济成本考量、国内结构制约和现实减排困境构成了影响美国气候治理政策的主要因素。未来数十年，美国的温室气体排放量会维持在较高的水平，美国不仅面临着发展中国家的批评和其他发达国家（集团）的碳减排压力，其在全球气候治理中的“不作为”还会遭遇强大的国际道义压力。

Currently,global climate governance has increasingly become a mainstream discourse on the global agenda.As one of the worlds biggest greenhouse gas(GHG)emitter,the U.S.plays a critical part in global climate governance.Although confronting the'climate fragility'in the dimensions of ecological environment,social economy,and national security,the U.S.still takes a relatively negative attitude toward climate governance,and refuses to join the key international climate regimes.The cost of GHG reduction,domestic structure and GHG reduction dilemma...
