华北沦陷后,日伪政府从便利“经济统制”出发对保定商会进行了组织结构上的改造,从而将其殖民控制力下移,向基层社会渗透.日伪政府变更了原有的商业组织结构,使同业公会附属于商会,在事实上建立了纵向的商会组织体系;在调整后的商会系统上绑定新民会组织——新民会职业分会,以控制商会及同业公会的人员;另外建立各业“组合”用以控制商业物资.在日伪政府与保定商会的关系调整中,虽然日伪政府始终是强势的一方,但商会对于日伪政府的每一项调整仍有自己的诉求,并努力减少日伪政府对商业的侵害,一定程度上也反映出了当时商民生活的实态.
