农村厕所革命是推进乡村振兴战略和美丽乡村建设的重要举措。通过对济南市小龙堂村厕改实施过程进行调研，发现在厕所革命实施过程中存在法律法规不完善、资金不配套、技术欠缺、观念意识落后、监督与考核缺位、治理能力不足等一系列问题。针对厕改困境，提出推进农村厕所革命实施的总体思路与协调机制，从完善预算、加强教育、改变观念、强化监督、多元互动等方面提出合理化路径，以加快推进农村厕所革命，提升厕改效能。
