"区块链+基层监督"体系的构建与运作,体现了基层监督中"程序性权力",程序性权力是脱离于人而运作的监督机制,具备智能合约、去中心化以及数据存证等多种内在优势,进而推动基层监督的路径创新:一是基层纪检监察组织与村务监督委员会的协同监督;二是村干部权力腐败的自动预警与研判;三是预防村干部腐败的高压场域.根据上述基层监督路径的不同特点,村干部权力的监督方式呈现出新的形态,即常态化监督、目标式监督与跟进式监督.同时,程序性权力运行过程中可能出现某些风险,可以采取建立备案机制、完善技术监管体制、建立数据反馈与处理机制等办法进行规避,由此确保基层监督中程序性权力的有效运作.
