电子政务系统是目前研究和开发的热点之一。采用基于Petri网的工作流对电子政务系统进行了建模与分析，首先说明了在工作流中运用Petri网的优点，然后将Petri网与工作流相结合，建立了电子政务系统的工作流网模型，最后运用Petri网理论对所建模型的正确性进行了定性分析，并对模型的子系统网上投诉系统的资源分配情况进行了定量分析。
